The current COVID-19 pandemic has disrupted our school calendars and therefore, some of the scheduled school level, national and regional assessments had to be delayed, postponed or cancelled. Notwithstanding the disruptions, the Ministry of Education, Youth and Information has adopted a responsive approach that aligns with international trends and is in the best interest of our students.

Pursuant to Bulletins 78/2020 and 86/2020, the Ministry has taken the decision for the students at the early childhood, primary and secondary levels to progress to their next grade level unhindered, at the start of the 2020/2021 academic year. To facilitate this process, school administrators should rely on the assessed scores and records (project, classwork, homework, presentation, test, worksheet, etc.) that were attained by the students prior to March 13, 2020. These scores are also to be used to prepare the end of year report cards for the students. The instruction and assessment engagements during the emergency remote teaching were negatively impacted by issues of quality, equity and equality and thus these scores should not be used as final grades on the students report cards.

Where the assessed scores for the current academic year (attained up to March 13, 2020), the previous scores from the student’s academic profile and the teacher(s) projected performance ratings of the student do not support a decision for the student to be promoted to a higher grade, the school administrator in consultation with the parent and the student may agree on a decision to have the child repeat the current grade level or to place the student on a remedial programme to ensure the required improvement as the student progresses.

Grade 9 Subject Selection Process

Given the recent thrust to digitize the administrative processes at the school level, The Ministry is recommending that the subject selection process that takes place at the end of the Grade 9 programme be facilitated using an electronic modality guided by the academic profile and career interest of the students. Parents and students may be asked to access, complete and submit the instrument via the school’s website, Learning Management/School Management Systems, or by email. School administrators may also ask parents/students who may experience difficulties using the electronic facility to collect, complete and return the hard copy documents on a schedule guided by the social distancing guidelines.

The Ministry will continue to stay abreast of protocols attendant to the recovery, reintegration and reform stage of the COVID-19 pandemic and commits to providing timely guidelines to our stakeholders.
