The Accounts Unit manages the Ministry’s accounting functions including the payment of all civil servants in the MoEY, including all project staff. The unit is also responsible for the payment of all non-teaching staff in Infant, Primary and All Age Schools, the processing for all payments against the Recurrent, Capital A, Capital B and Deposit Accounts, and the disbursements of cheques.

The Budget Unit coordinates the preparation and management of the Recurrent Budget. It proposes all the supplementary costing consequent on re-grading, reclassification and reorganization for Teachers, Administrative, Executive, Clerical, Ancillary and Accounting staff throughout the Ministry of Education and Youth and its Institutions and Agencies.

An integral part of its responsibilities is the allocation of the monthly warrant issued by the Ministry of Finance and the Public Service to all Programmes, and the preparation of payments to Agencies and Institutions. In addition, this unit also investigates requests for virements, provides information to the Pensions Department so that pensions for teachers, watchmen and administrative staff are completed and submitted on time. The unit also provides Letters of Verification for National Insurance Scheme (NIS) and the National Housing Trust (NHT).

The Final Accounts Unit has as its responsibility ensuring the accuracy of the Finman System –  a Financial Management Information System.  The monthly financial statements and annual appropriation accounts are compiled within this section, and also the reconciliation of the Ministry’s Bank Accounts.

The Teachers Financial Services Unit, popularly called Teachers’ Salaries, has as its responsibility the timely and accurate preparation of all salaries for Ministry-paid teachers. In executing this task the unit liaises with the Ministry of Education and Youth’s Regional Offices regarding any issues concerning teachers’ salaries and prepares contribution statements for the National Insurance Scheme, National Housing Trust and the P45 and P24 forms for Income Tax purposes. The unit also ensures that statutory and personal deductions are remitted to the various agencies and companies within the time frame.
