Executive Support Services Division

The Executive Support Services Section of the Ministry of Education is responsible for making many of the key decisions relating to policy, communication and information. These include the corporate planning, marketing and communications, and management information activities. One area directly reports to the Honourable Minister of Education, whilst the other reports to the Permanent Secretary.


The units and sections in this division are:

The Minister’s secretariat is comprised of advisors, consultants, research officers and administrators – all assigned to the Honourable Minister of Education. This Secretariat assists in the preparation of speeches, cabinet submissions, policies, legal documents, sectoral debates, briefs, reports; and also helps in arranging and publicizing events attended by the Honourable Minister, the Permanent Secretary and the Chief Education Officer.

The Permanent Secretary’s Secretariat conducts research on regulations, programmes and other documents for the Political Directorate, the Permanent Secretary, and the Ministry’s Agencies where necessary. It serves as the secretariat for all Senior Management meetings; prepares, coordinates and monitors Cabinet submissions; and coordinates the Ministry’s contribution to the Governor General’s Throne Speech and the Minister’s contribution to the Sectoral Debate.  It disseminates information to the public as directed by the Political Directorate and the Permanent Secretary.

The Legal Unit plays an integral role in supporting the Ministry of Education’s efforts to achieve its strategic objectives in furtherance of Vision 2030.

1.      To contribute to the strengthening of the legislative, regulatory and policy framework for the education system; 

2.      To facilitate the making of sound decisions by Ministry Staff, and those employed in the Ministry’s Agencies and Institutions, through the provision of legal advice on the interpretation & application of the Education Act & other related laws.

3.      To enhance the capacity of Ministry Staff, and those employed in the Ministry’s Agencies and Institutions, by making them more conversant with legal issues arising in the execution of their duties.

4.      To promote compliance with the rule of law, due process, and procedural fairness by Ministry Staff, and those employed in the Ministry’s Agencies and Institutions; 

5.      To create public value by researching & disseminating legal information to the Ministry’s various publics on aspects of law important to the Education Sector

OUR WORK

The Legal Unit provides legal advice to Ministry Staff on matters relating to the interpretation and application of the laws and regulations administered by the Ministry, which are primarily the Education Act and its regulations, as well as the legal framework governing the public sector generally. We also provide advice on the implications at law of Ministry programmes, policies and initiatives. In respect of the Ministry’s corporate affairs, we advise on and vet contracts and other legal documents, and develop standardized templates for routine or simple transactions. We also provide legal advice and assistance to the Permanent Secretary in the performance of functions associated with the delegated authority for human resource management of Ministry staff. The Legal Unit is responsible to keep under review existing legislation and to make recommendations for new or amended laws and regulations, as well as to lead in the implementation of the Ministry’s Legislation Programme.

Upon request, the Legal Unit provides legal advice to the various Tribunals established under the Education Act, namely, the Teachers Service Commission, the Teachers Appeals Tribunal, and the Independent Schools Committee.

Through the Ministry’s Regional Offices, we are involved in providing legal advice to the Boards of Management of public educational institutions, particularly in respect of disciplinary proceedings involving both schools personnel and students. Through the Permanent Secretary, the Legal Unit provides legal advice to Heads of the Ministry’s portfolio agencies on the interpretation and application of the legislation they administer and on their day-to-day corporate affairs.

The Unit comprises of three (3) Attorneys and four (4) dedicated support staff members.

Internal Audit provides support to the office of the Permanent Secretary. It is responsible for auditing the internal activities of the Ministry of Education and public educational institutions island-wide. It also audits local and internationally funded projects of the Ministry of Education. This will ensure that the Ministry’s programmes and projects are carried out in an economic, efficient and effective manner, and compliance with the Financial Administration and Audit Act and other relevant laws and regulations pertaining to the use and management of Government funds.

Direct and open communication is fundamental to the Ministry’s communications programme. It also enables us to build relationships with our stakeholders and avert misunderstandings that will lead to ill will and a poor image of our Ministry.

The Communications Unit manages the public relations, public education and promotion portfolio of the Ministry of Education, as well as the communications aspects of the Education Transformation Programme and the new agencies. This is done in partnership with communications personnel in our agencies and the Community Relations Education Officers in our Regional Offices island-wide. Please contact our Communications Unit if you would like information on our policies and programmes for dissemination to the press. The Information Management Unit has as its responsibility the administration of the Access to Information Act, and the management of the Ministry’s Records Management Programme and Research Library and Information Centre. It also provides other information services to the internal and external customers of the Ministry of Education. These responsibilities are executed through the Access to Information section, the registries located at the MoE’s Head Office and its six Regional Offices island-wide, the customer service centre and the library at Caenwood Centre.
