Project Management and Technical Services Division

The Project Management and Technical Services Division has as its responsibilities the project management and technical services required for the efficient and effective implementation of Capital Investment Projects. These projects are mostly funded through the Capital A and B budgets, but some are also directly funded through grants and donations provided by bilateral and international agencies, as well as local companies. The division supervises the construction, extension and furnishing of public education institutions.

The Procurement Unit has as its responsibility the procurement of goods and services for the Ministry of Education and Youth and its public school system. These include the procurement of school furniture for schools; stationery, furniture, among others for the MoEY. The unit helps in facilitating the clearance of goods imported for schools, the Ministry’s offices and its agencies from the air and seaports. The Procurement Unit also monitors the procurement activities in other Divisions/Units/Sections to ensure that these activities are in accordance with the Government of Jamaica’s Procurement Guidelines, and that a written report detailing contract awards is submitted to the Office of the Contractor General on a quarterly basis.

The Project Finance Unit is responsible for the provision of financial and accounting services required for the efficient and effective execution of capital development projects, funded by the Government of Jamaica and Multilateral/Bilateral Agencies.

The unit also process payments for contractors, consultants and suppliers of goods and services; monitors expenditure on all projects, and prepares financial reports.  In addition to these functions, the unit also liaises with other department/agencies to ensure compliance with the financial and accounting requirements of Government of Jamaica and Donor/Lending Agencies.

The Project Management Unit has as its responsibility, ensuring the compliance with the conditions agreed by the Government of Jamaica and International Development Partners (IDPs), as stated in the various loan/grant agreements for the development of the education system. The unit supervises the projects being executed by the Ministry to ensure that they achieve all the objectives. In addition, partnerships and collaboration between projects are also facilitated by the Unit.

The Technical Services Unit has as its responsibility the architectural, engineering, quantity surveying, project management, site acquisition, contract management and supervision services of the public education system.  The unit is responsible for coordinating the development of the annual Schools Maintenance Budget and manages its implementation.

The unit also helps with the civil works component of foreign and locally funded projects through the provision of construction standards, basic school designs, site identification and acquisition and elemental cost estimates. In addition, the unit also provides services to educational institutions undertaking self-help construction projects; by providing drawings, bills of quantities and advice.
