Planning and Development Division

The Planning and Development Division is responsible for the formulation and integration of educational policies, educational plans, programmes and projects. The Division also evaluates the performance of the Ministry’s projects and programmes in relation to the educational goals, and coordinates its activities in respect of multilateral, bilateral technical cooperation.

The Educational Planning Unit has as its responsibility the provision of quality education for all, through school mapping and micro-planning, and the mobilization of resources (loans and grants) towards the achievement of the goals of the Ministry. The execution of these functions include co-ordinating the formulation of educational plans, programmes and projects in conformity with national development policy goals. The unit also identifies educational needs through assessment and diagnosis of the educational system, and the submission of proposals to decision makers, including alternative strategies and technologies to satisfy these needs.

The Unit liaises with other Ministries, Government Agencies and International Organizations in order to facilitate the development of an integrated education and training system. It is also responsible for developing, maintaining and systematically updating of the school map through the use of the Geographic Information System (GIS).

The International Affairs Desk has as its responsibility the coordination of the International Relations activities between the Ministry and its overseas partners. The section liaises with the Ministry of Foreign Affairs and Foreign Trade with respect to bilateral agreements in which the Ministry is involved. It also coordinates the work of the Ministry with respect to reports, position papers and other matters relating to UNESCO, ILO, World Bank and the IDB.

The Desk also provides information for the preparation of briefs for the Ministers, Permanent Secretary and other senior Government officials who represent the Ministry in the international arena.

The Policy Analysis, Research and Statistics Unit analyses the education system, and presents recommendations for the enforcement, amendment or introduction of policies. It also provides accurate, relevant and timely information for monitoring the system and for effective policy decisions.

The work of the unit is executed through two sections: Policy Analysis and Research and Statistics.  The Policy Analysis and Research section provides feedback on policies prepared by the other government ministries and agencies and organises research studies and manages data gathering and policy analysis activities in support of the agreed research agenda.

The Statistics section organises and maintains a system of data collection to inform the execution of activities to develop in the educational system. The Section is also responsible for producing the following annual publications: Educational Digest, Educational Statistics, Directory of Educational Institutions and School Profiles.

The Programme Monitoring and Evaluation Unit monitors and evaluates programmes and projects, and provides feedback on how resources are used in the implementation of these activities. The unit informs stakeholders on how these programmes and projects are progressing, as well as indicate ways in which the implementation processes can be improved. Many educational projects are financed by international agencies which require that in-depth and on-going monitoring be done at the local level.  

The unit also provides feedback that will allow for better management, more efficient utilisation of resources and greater effectiveness.

The Corporate Planning has as its responsibility coordinating the preparation and presentation of the annual Corporate Plan Report, collection and collation of reports and other necessary information for the quarterly corporate plan reports and monthly Performance Management review. The Unit also reviews the organization structure of the Ministry and makes necessary recommendations to ensure an optimum framework for the achievement of objectives is established.
